It says I must hand over the tree first - to whom?

To another member of the family — someone already on the tree who can hold it after you. A tree cannot be left without a holder, which is why leaving asks this of you first.

The handover takes two sessions: you offer, they accept. Until they accept, nothing changes and you are still holding it.
